The Secretary General P.Tonon participates to the EC conference organized by BEPA (Bureau of Policy Advisers) and chaired by EC President José Manuel BARROSO. This high level conference was organized in 3 sessions: 1/ Capitalising on Europe ‘s strengths 2/ CEF – enabling Europe’s future growth 3/ Efficiency and leverage through CEF.
CEF is the new leverage (to attract private investments) financial tool to develop transport (mainly rail), energy and digital services to interconnect trans-European networks.
The Secretary General addressed MEPs Adina Iona Valean and Dominique Riquet (EP Rapporteurs on CEF) and Mr. Leif Johansson, Chairman of Ericsson and Chairman of the European Roundtable of Industrialists (ERT) “ Huge amounts of money are still needed to develop an efficient European Railway System. The new CEF financial instrument is thus really welcomed. The market opening is still very difficult for new entrants and with the recast of the 1st Railway Package – which is good news – we have nevertheless already lost 10 years. ERFA asks not only devote huge amounts of money to infrastructures but also to the rolling stock and especially for the new entrants. The RUs have indeed to face more and more imposed extra-costs (the ERTMS, the retrofitting for noise, the TAF TSI communication tools, the ECM (entities in charge of maintenance) …. Their competitiveness is in danger! To Mr. Johansson “Either the industry is ready to pay the true price, to pay more for railways …. “ to MEPs Valean and Riquet “either the EU finance the extra-costs through the CEF!” > Answer of Mr. Johansson “I agree with you, EU has to develop a more competitive railway!”
