ERFA Input Paper on new Luxembourg Presidency compromise

The watering down of coordination committees, financial transparency and the functions and independence of the infrastructure manager will not provide the right conditions to attract much-needed private investment and competition to rail. ERFA strongly believes that cooperation agreements within vertically integrated structures are the wrong tool to fix the wrong problem.  There are much better ways of enhancing efficiency and performance and that are compatible with a competitive rail market.
