Although the current RFC regulation has successfully been established, it was only the first step. ERFA observes three main challenges: the RFC governance is too nationally oriented, the regulation of train paths does not meet market requirements, and the ERTMS may reduce the rail freight’s competitiveness. Therefore, ERFA is calling for an urgent action on the regulatory level to unlock the tremendous growth potential for longer distance rail freight. The revision should constrain Executive Boards to improve the conditions of international rail freight and introduce European coordinators at their heads in order to have a supranational viewpoint. Moreover, ERFA recommends also to entrust funding for quick wins, to improve freight capacity through a new approach, and to actively coordinate the handling of long-distance international freight trains.
