The President François Coart intervened in the conference on rail regulation organized in Brussels by the CERRE (Center of Regulation in Europe). He reminded that we need strong, empowered, neutral and reactive regulators but ……

  • Regulations intensity must not depend on the structural model: our elected politician define the rules. The ministries and the appropriated state bodies (namely the IM’s) implement it and the regulator check compliance to those rules and measure the efficiency of those rules ex post.
  • In no way, the regulator must be substituted to the actors: it is a referee and not a player. If so IM’s and RU’s will lose their initiative power.
  • He also underlined the complexity of the system with the numerous over sophisticated consultation pleading for a more simple but interactive system.
  • He was answered by the ORR that their notion of their role included also policy influencing and by IRG Rail that we were welcome to challenge their decisions in filing claims. The later triggered a reaction from his side reminding that we were running rail businesses and not law firms…
